I thought I had done this by using the CCleaner Startup option to enable/disable programs at the startup. However, repeated Avast Free Smart Scans revealed that OneDrive is still a significant drag on performance. Then I used the Win10 Search for the program and found a Desktop OneDrive app still there and followed the Win 10 instructions to uninstall it. According to Win10 which referred me to the Win Defender page, I was instructed the Administrator (i.e. myself!) had blocked access to it. This may mean that it is still there - or - that there is no access because it was removed (by myself, who uninstalled it).

Avast Free Smart Scan still insists that it must be running in the background, as it is flagged as a program that is slowing performance. Footnote if relevant. I use a laptop and thought it advisable to get a login. Initially, this went via and email address and user name. I do not know whether Win 10 still refers to that email address, since I changed the user name to a Local one, the idea being to restrict it to me alone, excluding external MS. This brings me back to the problem many users have: we object to having our files stored by Win 10 (& OneDrive) elsewhere by MS.
